ZAPP – the conventional export monitoring system at the port of Hamburg
The port of Hamburg has been using the “ZAPP” system for export monitoring since July 1st 1997. All economic operators handling export shipments via the port of Hamburg must transfer a electronical order to ZAPP. ZAPP checks the contents and correctness immediately and grants the release for export (B- or Z-number) or notifies a control measure imposed by the customs authority (stop loading, customs inspection, etc.). ZAPP is a special solution tailored exclusively to the customs export processes at the port of Hamburg.
ZAPP-AES – the current export procedure for the port of Hamburg
The port of Hamburg changed its procedure with the introduction of the ATLAS AES export process as of July 1st 2009. As AES does not consider the particularities of the seaport of Hamburg (same applies for the ports of Bremen), both systems (ATLAS and ZAPP) were combined in a way to ensure a continued automated, fast and electronic export handling.
As soon as the seaport forwarder receives an export order indicating an MRN, the forwarder enters the MRN in its customs presentation notification/port dataset for ZAPP and the terminal. After the physical arrival of the goods at the terminal, the latter notifies the “gate-in” to ZAPP. This message immediately triggers the electronic transmission of the customs presentation notice from ZAPP to ATLAS. Next, the customs presentation to ATLAS is “qualified”. The required data (e.g. at which terminal and on which are the goods exported) are already available in the port order. ATLAS returns the “exit approval”, which is implemented by ZAPP as a Z number and distributed to all involved transport parties. The terminal initiates the loading procedure upon receipt of the Z number and sends a “loading list” to ZAPP. Similar to the “gate-in” the “loading list” is referred to the port order and the related MRNs. The loading list serves as a basis for the “export confirmation” to ATLAS.
