An “accompanying administrative document (BVD)” had to be carried for the untaxed transport of goods subject to excise tax since last year. Since April 1st 2010 the introduction of EMCS – an “electronic administrative document (e-VD)” – enables transports to be monitored electronically. EMCS is applicable to all excise tax products (energy products, spirits and goods containing spirits as well as tobacco products) with the exception of coffee and alcopops. These products still require using a paper-based procedure. 

EMCS implementation schedule:  
Since April 1st 2010, all transports that have been opened via EMCS must also be completed electronically in Germany. EMCS procedures can equally be initiated voluntarily in other EU countries and within Germany from this date. The dispatch within the EU got mandatory from January 1st 2011. An obligation with regards to transports within Germany will become applicable as from January 1st 2012. The submission of the BVD is generally prohibited from this date. Declarations must be filed as e-VDs.   

EMCS is an European procedure
ZODIAK-EMCS can be deployed in Germany, Belgium, The Netherlands, the UK and Ireland. Other EU countries can be integrated as well if requested by customers.
