General information - Information on Brexit in the IMP
The Brexit has no impact on the message definitions in the IMP itself. Changes are made in the list of country codes, but mainly in processing rules. In detail:

General information
- The United Kingdom (excl. Northern Ireland) will be treated as a third country in all messages. This refers mainly to import and export manifests.
- Special arrangements have been agreed for Northern Ireland in the Withdrawal Agreement. Northern Ireland remains part of the customs territory of the United Kingdom, but will be treated as if it were part of the customs territory of the EU.
From the technical point of view, the relevant port locations for the IMP in Northern Ireland are Belfast (GBBEL), Warrenpoint (GBWPT) and Larne (GBLAR). If these ports are specified as port of loading or discharge on the manifest, the IMP will treat the goods as inner EU transport. - In order to distinguish between Northern Ireland and the United Kingdom after the end of the transitional period, a new country code will be introduced:
XI: United Kingdom (Northern Ireland).
This code has to be used in the manifest if the country of dispatch (LOC+27) or destination (LOC+28) is Northern Ireland.
- With the end of the transition period, all EORI numbers issued in the United Kingdom (GB) will be terminated on 1 January 2021, 00:00 (CET). Messages using a GB EORI will then be rejected by the ATLAS system. As far as we know, the respective participants in the IMP have made precautions to enable smooth operation over the turn of the year
Import (Summary declaration of temporary storage) - Deliveries from 01.01.2021 (arrival in Hamburg) to a port of loading in the United Kingdom (excluding Northern Ireland) require an entry summary entry declaration and must be submitted accordingly with the previous document type ESUMA in the import manifest. If you have sent a manifest with the previous document type OESUMA in 2020, you can send an update, the ATB will then still be valid.
- A GB-MRN may no longer be used in the import manifest for the previous document type ESUMA. A new summary entry declaration must be created then.
- For goods with Northern Ireland as the country of dispatch the code XI has to be sent (LOC + 27)
Import (Veterinarian office) - Since the UK is treated as a non EU country, goods with a port of loading in the UK must have the HS code, i. e. the first four or more digits. This rule applies to shipments from Northern Ireland, too.
Transshipment (B- and S-numbers) - The declaration type EUB may no longer be used for a port of discharge in the United Kingdom (excluding Northern Ireland).
- If the country of dispatch (LOC+27) or the country of destination (LOC+28) is Northern Ireland, the code XI must be sent. It is up to the carrier to choose the appropriate code. The IMP cannot check whether GB or XI apply in a single transmission.
- On 01.01.2021, B- and S-numbers will be automatically cancelled and re-registered if the following criteria apply:
- Registration of the S-number took place in the old year with GB-EORI
- B-number with declaration type EUB: Next port of discharge is in the UK (excluding Northern Ireland) AND the union status has been approved.
- In addition, the IMP will automatically apply the additional rules when generating ZAPP declarations from 01.01.2021.
