The newsletter 10/2019 provides information about changes and new functionalities in the Import Message Platform. The software changes for the IMP release 8.9.0 become active with the maintenance work during the night of 23.10.2019. The software changes described below do not affect existing interfaces. Please note the following information!

Effects of the Brexit

We often receive requests relating to the effects of the Brexit on the processes in IMP. Unfortunately we cannot provide any statement on this subject for the time being.

Once a political decision has been made and the operational impacts become clearer, we will provide further information in a separate newsletter.


End of summer time on  27.10.2019

During the changeover from summer to winter time on Sunday, 27.10.2019 between 02:00 a.m. - 03.00 a.m, the IMP will not send any messages to the customs, to minimize the danger of sequence problems. All messages initiated during this period will be held back and automatically send at 03:00 a.m.

 

In 2018 some participants had problems with depository changes carried out during the time changeover, since the time sequence of events could not be displayed correctly in their systems. We therefore strongly advise you against carrying out any changes affecting the temporary storage (change of depository, allocation, opening of transit procedures etc.) on 27.10.2019 during  02:00 a.m. -  3:00 a.m.!

Reasons of exemption in case of previous document type OESUMA

The previous document type OESUMA (usually with exemption reason „ART. 181c Buchst. j ZK-DVO“) is specified in the import manifest in case of import shipments with loading ports inside the EU.

With the introduction of the Community Customs Code (UZK) the exemption reason has to be adapted to the new legal requirements.The following exemption reason is recommended for shipments with loading ports inside the EU:

Art. 136 UZK and Art. 104 UZK-DA

The following changes apply for the IFTMCS transmission:

Old:      RFF+AEI:ART. 181c Buchst. j ZK-DVO::OESUMA

New:    RFF+AEI:Art 136 UZK and Art 104 UZK-DA::OESUMA

The notifying carrier is responsible for the transmission of the correct exemption reason. Possibly existing automated defaults of the exemption reason in IMP are no longer available as of 01.02.2020. Please adapt your IFTMCS transmission until this date and also check if the segment RFF+AEI with the previous document type OESUMA is sent in case of loading ports inside the EU.

The amendments exclusively affect the exemption reasons. The rules for the use of the previous document types ESUMA and OESUMA remain unchanged!
