FAQ für WKS (Wiederausfuhrkontrollsystem)
In our short WKS FAQ, we answer the most frequently questions about the rollout of the new ATLAS application.
The WKS Re-Export System is a specialized ATLAS application for processing exit summary declarations (ASumA) and re-export notifications (WAM) at an exit customs office.
Usage of the WKS Re-Export System will become mandatory as of July 1, 2026, at which point exit summary declarations (ASumA) will be fully replaced by EAS entry summary declarations.
Additionally, the WKS Re-Export System provides the option to submit an electronic re-export notification (WAM) to complete customs storage. The re-export notification (WAM) in WKS will replace the REXDIS message in the future.
When goods are removed from the Union customs territory, even temporarily, an exit summary declaration must generally be filed, unless such data has already been provided in an export customs declaration or re-export notification containing security-related information.
If no customs declaration is required for the re-export of non-Union goods, then an exit summary declaration (ASumA) or re-export notification (WAM) must be submitted to the exit customs office.
Wann ist die ASUMA (Summarische Ausgangsmeldung) anzuwenden?
- The requirement to submit an ASUMA applies to non-Union goods upon re-export
- from a customs-free zone or temporary custody, if the goods have been in the customs-free zone or temporary custody for more than 14 days
- the EU involving transhipment of the goods in a third country
- In Zodiak GE, use the EXCW declaration type for ASUMA in the WKS Re- from a customs-free zone or temporary custody, if the destination or the consignee has changed since the entry summary declaration was filed
- from temporary custody following an external transit procedure (transit declaration without security data)
- in air or sea transport, for shipments between two locations within Export System customs procedure.
- In Zodiak GE, use the EXCW declaration type for ASUMA in the WKS Re-Export System customs procedure.
When should a re-export notification (WAM) be used?
- The re-export notification (WAM) will replace the REXDIS for re-export notifications and the completion of temporary custody.
- Pursuant to Article 274 of the UCC, a re-export notification (WAM) must be submitted if there is no requirement to file an exit summary declaration (ASUMA) for non-Union goods.
- Pursuant to Article 270(3)(b) and (c) of the UCC, this applies to:
- b) Goods that are transhipped in a customs-free zone or re-exported directly from a customs-free zone,
- c) Goods in temporary custody that are re-exported directly from a warehouse facility.
- The re-export notification is submitted at the exit customs office by the person responsible for presenting the goods at the point of exit.
- The re-export notification contains the information required to complete the customs-free zone procedure or to complete temporary custody.
- In Zodiak GE, use the re-export notification (WAM) declaration type REEC in the WKS customs procedure.
EA customs declaration/re-export notification containing security-related data for the completion of a special procedure involving non-Union goods may be submitted by creating an export accompanying document (ABD) or transit accompanying document (VBD).
The customs declaration then needs to contain the information “Security = 2 Contains the data from an exit summary declaration” along with the relevant data.
A separate ASUMA in WKS is then not necessary.

- Export from the customs warehouse
- Export under the inward processing procedure
- Export under the temporary usage procedure
Furthermore, the WKS Re-Export System does not need to be used in a case where the ASUMA is registered via the Port Order, as the ASUMA can be created using the DUX declaration type without an MRN.
- The WKS Re-Export System operates via a customs web service
- The economic operator is required to have a digital participant certificate (Qualified Seal ID) for communication with ATLAS.
- The certificate must be requested by the economic operator/participant in Zodiak GE. Please note that processing times for certificate requests may be longer than usual.
