WKS Re-Export System

A new type of declaration for air and sea cargo

Just a few more weeks to go: when the transition period ends on June 30, 2026, the processing of summary export declarations (ASumA) and re-export notifications (WAM) will be migrated to the new specialized ATLAS Re-Export System (WKS) starting as of July 1, 2026. The new system will replace the former EAS procedure. The previous declaration types will be discontinued.

Requirements for use of the WKS Re-Import System

  • A digital participant certificate (Qualified Seal ID) is required. This identifies the participant and is connected to the EORI number (not individual branch offices).
  • The digital participant certificate must be uploaded to the customs software and the (Elster) Customs Portal  (www.zoll-portal.de).
  • It may take 8 to 10 weeks for the certificate to be issued.
  • There is a processing fee for the application, which must be submitted through a qualified trusted service provider (one such provider is performio GmbH)
  • The certificate is valid for one year. The ATLAS procedures IMPOST and WKS use the same digital participant certificate.

Our DAKOSY GE/ZODIAK GE customs software is fully certified for the new ATLAS WKS Re-Export System application and is ready to use. As of July 1, 2026, summary export declarations (ASumA) and re-export notifications (WAM) must be submitted via the new ATLAS WKS application in order to comply with the legal requirements of the Union Customs Code (UCC). 

For the Port of Hamburg, the introduction of WKS also brings changes to the Port Order module, which customers can access via the DAKOSY GE software (Sea Freight Export module) and the Export Management Platform (EMP/ZAPP). These changes have already been implemented for the Port of Hamburg. The transition to the new Port Order system for the Ports of Bremen and Bremerhaven is expected to take place as of June 21, 2026.
