The new EU security system at a glance

The European IT system for risk assessment/crisis prevention ICS is entering its second phase. DAKOSY has prepared the processes and interfaces for ICS2 and now offers information about the most important changes and improvements and the how to prepare accordingly.

The most important questions and answers

Why ICS2? In the wake of the 9/11 terrorist attacks, the ICS procedure was introduced for the declaration of goods prior to entry into the EU. With ICS2, the EU is centralizing declarations by carriers with a cargo advance information system: as of March 2023 for airlines and as of March 2024 for shipping companies.

What needs to be reported to whom? The declarations will need to be sent directly to the new EU advance information system, the Shared Trader Interface (STI), and must be provided before the goods are loaded. In comparison, previously the entry declaration had to be submitted electronically no later than four hours before arrival at the customs authority where the goods first reached the borders of the EU.

What does „Multiple Filing“ mean? In the future, shipping companies and airlines will only have to submit basic information. Additional information, for example from freight forwarders or logistics providers, can be reported directly to the ICS system. This principle, known as "multiple filing," provides competitive protection for the participants.

Does the data need to be provided in a different format? ICS2 is based on a uniform format called Entry Summary Declaration (ENS), which does not permit any deviations. The required accuracy of the data is also becoming stricter, for example in the case of the HS code. Previously, either the goods description or at least four digits of the HS code had to be provided for the entry summary declaration; in the future, all six digits of the HS code must be transmitted.

What does this mean for the participants? DAKOSY recommends that all customers prepare for the changeover well in advance. It is important to ensure that sufficiently precise data can be provided and to find out the extent to which business processes need to be updated and employees need to be trained.
