ICS2 Multiple Filing
for sea freight forwarders
Today, December 4, 2024, customs is giving the green light for ICS2 (Multiple Filing). This means that sea freight forwarders can now also participate in ICS2 and transmit sensitive data, such as the name of the shipper or the recipient of the goods, directly to customs instead of to the respective shipping companies.
Many of the sea freight forwarders are already connected. For those who would like to take up the topic, the most important questions on multiple filing are summarized here in an FAQ. For any further questions, please get in touch with DAKOSY: sales@dakosy.de.
FAQ for ICS2 (Multiple Filing)
- Multiple Filing is a coordinated process between the carrier and the house filer
- The carrier transmits the master data: vessel, route and, if applicable, goods
- The house filer sends their house data: parties involved (buyer/seller) and goods, if applicable
- The data is linked via the B/L number, carrier EORI and house filer EORI numbers
- House filers will have a transition phase from December 04, 2024 to April 01, 2025
- Before April 1, 2025, there is no reporting requirement for house filers if they have applied for a “Deployment Window” (see below)
If you as a House Level filer are not planning to start reporting ICS2 data via ZODIAK GE starting on 04.12.2024, you must apply (e.g., at German customs) for a so-called “Deployment Window.” This should be applied for at customs by 04.12.2024. Applications for the Deployment Window then need to be sent to the Customs Service Desk (servicedesk@zoll.de) informally. The following information must be provided:
- company name and address;
- corresponding EORI number;
- role within the ICS business process;
- IT service provider (if applicable);
- mode(s) of transport;
- planned starting date of implementation;
- transition strategy (e.g., step-by-step implementation by country and volumes / statistics of submissions) to assess the operational and/or system load.

There are options

- or the flexible upload of Excel files via the “Drag&Map Customs” module.
The references from the Entry Summary Declaration (ESumA) must be entered into the Summary Declaration for temporary storage (SumA):
- MRN from the ENS
- EORI number of the carrier
- Transport document of the single shipment (type + Reference number = B/L Number)
The use of different transport documents, i.e., Summary Declaration for temporary storage ≠ Entry Summary Declaration, will result in the rejection/cancellation of the Summary Declaration for temporary storage
Yes, the same as it has always been!
Carrier: Yes, the entire transport must be declared again! In addition, a “Re-Entry” indicator must be set when sending under the same Master BL!
House filer: No
If the final destination of the EU goods is located within the EU, but the ship exits EU territory on its way to that destination (e.g. Hamburg-Felixstowe-Barcelona or Hamburg-Felixstowe-Rotterdam), then the freight forwarder must submit an ICS2 House Filing for the goods.
Carrier: The affected containers must be declared again! The subsequent declaration must contain a “Split Consignment Indicator” as well as the MRN of the original ENS!
House filer: Declare only once
YES, all HS codes, descriptions and weights are required
The consignee's EORI number must be provided if the consignee has an EORI.
